Industry Overview

The manufacturing industry has strong roots in Western New York. Today, local manufacturers face new challenges as the industry continues to grow. The Partnership helps companies navigate the business environment while addressing their advocacy and workforce development needs.

Council Overview

The Manufacturing Council is a large and influential cross-section of private sector leaders in the production and fabrication industries dedicated to promoting the growth and expansion of manufacturing throughout the region.

Our mission includes:
  • Develop and grow Buffalo Niagara’s manufacturing industry
  • Highlight and address the primary challenges manufacturers face
  • Raise awareness of the importance of the manufacturing section to the region’s economy
  • Help manufacturers meet their current and future workforce development needs
Advocacy Initiatives
Top Initiatives for 2022:
  • SMALL BUSINESSES TAX BURDEN
    • Increase personal income tax exemption for small employers filing via personal income tax
    • Reduce corporate tax rate for small businesses
    • Expand 0% corporate franchise tax to small manufacturers not currently covered under exemption
  • EXTENDED PRODUCER RESPONSIBILITY ACT
    • Oppose the Extended Producer Responsibility (EPR) Act. This misguided proposal would shift the responsibility of recycling packaging material, paper, and plastic products from municipal governments to the businesses that produce those products. If enacted, this bill would discourage manufacturing in NYS and make goods more expensive.
  • POWER OUR ECONOMY
    • Adopt Climate Action Council recommendations that achieve climate goals in a reliable, affordable way while utilizing the state’s extensive natural gas infrastructure to transport low carbon fuels
    • Oppose efforts to add new taxes on gasoline and other fuels
    • Utilize an all-of-the-above sourcing approach that leverages our state’s natural resources, creates reliable renewable energy, and prevents steep rate increases
  • JOBS ACT
    • Support passage of the JOBS Act to expand Pell Grant eligibility to students enrolled in quality, short-term education and training programs leading to employment in high-demand industry sectors or careers 
  • EARN & LEARN
    • Provide financial assistance to help people access registered and unregistered apprenticeships, credentialing, and other ‘earn & learn’ programs
    • Extend the Empire State Apprenticeship Tax Credit program
