Reopening starts Tuesday, but businesses must create safety plans

Manufacturing and construction in Western New York can resume Tuesday. Stores can reopen, but only for pickup or delivery. More farming can restart, as well as forestry, fishing, hunting and wholesale trade.

But even as the region has gotten the green light for the first phase of reopening, businesses will need to keep on file a plan explaining how they will operate safely amid Covid-19.
