Regional Reopening Update

Governor Cuomo is beginning to detail his plan for reopening New York’s economy amid the COVID-19 pandemic. The Governor plans to reopen regions of the state in phases starting with the construction and manufacturing industries after May 15. Additional industries would be given the green light to reopen in two week increments based on how ‘essential’ the industry is and assuming monitoring does not show adverse impact on public health.

Regions eligible for reopening after May 15 will be decided based on several criteria including:

  • Declining hospitalization rate in line with CDC guidance
  • Healthcare system capacity
  • Regional testing regime and tracing system
  • Regional coordination between schools, transportation providers and other key sectors

Cuomo said reopened regions will be closely monitored for changes in hospitalization and infection rates to determine if more industries will be allowed to open or if the reopening process must be slowed or paused again altogether.

Industry will also be involved in this process. The state is expecting individual business and regional industries to adopt plans to protect both employees and customers by making workplaces as safe as possible and lower the risk of new infection.

We will keep you posted on the details of the Governor’s plan as they become available.
