Where We Stand – NYS Executive Budget Proposal

The Buffalo Niagara Partnership detailed our state budget priorities in front of 200 people at our annual Legislative Luncheon.  Our members and many members of the Western New York legislative delegation came together for lunch and conversation at the Marriott in Amherst.  The Partnership detailed where we stand on Governor Cuomo’s Executive Budget proposal – specifically what we support, what we oppose and what we think is missing.


What We Support:

Delivering Already Promised Tax Relief

  • Preserving ‘middle class’ tax cuts
  • Maintaining STAR exemptions
  • Making the Tax Cap permanentLegislative Luncheon


Investing in Buffalo Niagara’s Economy

  • Targeted workforce development funding
  • Funding Round 8 of Regional Economic Development Councils
  • Funding Downtown Revitalization Initiative
  • Expanding cashless tolling
  • Restoring NFTA funding including $2.2M in state transit capital


Boosting Economic Engine of Higher Education

  • Increasing operational support for WNY’s SUNY institutions
  • Fully funding the Tuition Assistance Program (TAP)
  • Restoring Bundy Aid for independent colleges & universities


What We Oppose:

Increasing Taxes & Fees

  • $1B in new taxes and fees included in Governor’s proposal
  • New healthcare taxes
  • New highway ‘right of way’ fee
  • New DMV/DOT fees
  • Ending Energy Service Company sales tax exemption


Deferring Key Economic Development Tax Credits

  • Brownfield redevelopment tax credit
  • Historic rehabilitation tax credit
  • Low income housing tax credit
  • Manufacturer’s real property tax creditRobin Schimminger


Payroll Tax Conversion

  • Significant unknowns
