Erie County Stabilization Project Report: "A PLAN FOR MOVING ON"

Six months ago at the strong urging of our nearly 3,000 members, the Buffalo Niagara Partnership organized and implemented what has become known as the "Erie County Stabilization Project" (ECSP) - an objective, top-to-bottom management review of nearly every part of Erie County government.

Our reason for undertaking this mammoth effort - which involved 150 volunteers from business, organized labor, and the not for profit sector - was quite straightforward: We wanted to provide you/county elected officials with a framework to avoid putting Erie County citizens ever again through the budget and service delivery traumas of the past nine months; and at the same time to provide specific thoughtful recommendations for right sizing county government which, if it weren't for this budget crisis, might not receive serious consideration.

The following is a copy of the Summary of the project's work, followed by a copy of the entire report. It contains 128 detailed recommendations covering "businesses" in which Erie County currently is engaged but does not need to be and others can do better; current businesses which Erie County must or should continue but in a more effective manner; and changes in budgeting, human resources, and internal operations which fundamentally can improve Erie County government's overall effectiveness and productivity.
