Strengthening Buffalo Niagara's Economy

UB2020

Goal: NYS REGULATORY REFORM
Background

Given the outlook for the New York State budget for the next few years, UB has made four significant regulatory reforms its top UB2020 priority for 2009:

  • A rational tuition policy
  • Access to market capital through the Dormitory Authority of the State of New York
  • Spending and contracting flexibility
  • Land and facilities management ability
Recent Action

UB2020 continues to be the Partnership’s top state Regional Agenda priority for 2009. Qualms in the Assembly have led to discussions focused on UB2020-like provisions also being given to the state’s other large SUNY institutions – including Albany, Binghamton and Stony Brook. Unfortunately, with no plans in place, those universities have not created the demand that UB2020 already has, and the advocacy in other regions has to date been weak.

Recent Progress

While legislation giving UB greater flexibility in tuition and public-private partnerships (S.2020) has passed the State Senate, it stalled in the Assembly.

Next Steps Discussions are being held statewide on how to obtain greater buy-in among Assemblymembers. Part of this strategy is working with other SUNY institutions on developing their future goals.
